Clarence L. Hulse is the Executive Director of the Economic Development Corporation Michigan City, IN. Clarence brings a long and proven history of success to the Michigan City, particularly being a change agent, a connector and collaborator. His diverse employment background includes both the public and private sector in the areas of Community and Economic Development, Redevelopment, International Trade, Municipal Management, Real Estate Development and Workforce Development. Clarence journey included stops in North Carolina and Florida and is credited with creating over 30,000+ jobs and $3.5 billion in direct capital investment over the past 25 years.

He has won both state and national awards for his work in the community and economic development arena including International Economic Development Council 1999 national award “Outstanding New Developer of the Year,” Indiana Planning Association winning the 2011 Outstanding Community Initiative Award, 2019 NWI SBDC Small Business Advocate Award, 2019 Indiana Economic Development Association first Shining Star Award and inducted into Purdue University NW Society of Innovators in 2020.

His memberships and community involvement includes Lambda Alpha International-Ely Chapter, Urban Land Institute, International Council of Shopping Centers, Leadership Florida, Leadership LaPorte, Leadership NW Indiana, United Way LaPorte County, Michigan City Chamber of Commerce Board, Dunes Art Foundation Board and Horizon Bank Business Advisory Committee. He recently completed his second term as a board member of the International Economic Development Council and currently a board member of the Mid-America Economic Development Council.

Mr. Hulse earned his BS at Harding University, AR in Public Administration, magna cum laude and an MS in Economic Development from the University of Southern Mississippi. He is also a graduate of the University of Oklahoma Economic Development Institute.
